NEW TOWN HALL HOURS: Effective July 14, 2025

The responsibility of the Tax Collector's Office is to assist in maintaining the fiscal stability of the Town.  This is achieved by ensuring the timely collection and recording of all taxes through the diligent application of State Statutes, Town Ordinances, and other enforcement aids.  Additionally, the office assists the public in understanding the taxation process and procedures while maintaining an effective and cordial relationship with the general public.

When are tax payments due?

REAL ESTATE (should the bill amount exceed $100, it will be divided into two (2) separate installments):
First Installment: Due Tuesday, July, 1, 2025.  The last day to pay without interest is Friday, August 1, 2025.
Second installment: Due Thursday, January 1, 2026.  The last day to pay without interest is Monday, February 2, 2026.
 
PERSONAL PROPERTY (should the bill amount exceed $100, it will be divided into two (2) separate installments):
First Installment: Due Tuesday, July, 1, 2025.  The last day to pay without interest is Friday, August 1, 2025.
Second installment: Due Thursday, January 1, 2026.  The last day to pay without interest is Monday, February 2, 2026.

IMPORTANT: The Real Estate and Personal Property tax bills are mailed once a year in June.  No reminders are sent for the January installment.

MOTOR VEHICLE (1 installment): Due Tuesday, July 1, 2025.  The last day to pay without interest is Friday, August 1, 2025.  Bills are calculated from an October 1st assessment date.

MOTOR VEHICLE SUPPLEMENTAL (1 installment - mailed in the month of December):  Due Thursday, January 1, 2026.  The last day to pay without interest is Monday, February 2, 2026.

How do I pay my bill?

Payments may be remitted through our online portal at thomastonct.org, via mail, or in person at the Tax Office.  At the Tax Office, we accept debit/credit cards, cash, and checks.  Postdated checks are NOT accepted.

For transactions, there will be a non-refundable convenience fee assessed by Invoice Cloud of 2.95% of the transaction amount or a minimum of $2.95. E-checks will be charged a $.95 flat fee.

I can't find my tax bill.

Why am I being charged interest?

Failure to pay in full on or before August 1 or February 2 will result in a late payment with interest charged at 1.5% per month (18% per year) computed from the due date of July 1 or January 1, per Connecticut State Statute C.G.S. §§ 12-145. Minimum interest charge is $2.00. A postmark date from the U.S.P.S. is used to determine interest.

Can interest be waived?

No! The Tax Collector does not have the authority to waive interest and makes no exceptions. As owners of property, taxpayers are responsible to see that taxes are paid when due.

What if I never received a tax bill?

Failure to have received a tax bill does not exempt you from payment of all taxes and all interest charges. (CGS 12-130) If you do not receive a bill for which you are responsible for, call the Tax Collector’s Office at 860-283-4271 and request a copy. 

My current bill states BACK TAXES DUE on it. What does this mean?

Our records indicate there are past due taxes in your name or on the parcel of property in question. Please call the Tax Office at 860-283-4271 for further information. Delinquent taxes and interest must be paid in full on a specific property before payment on current bills can be accepted. Any payment you send in toward your current taxes will be applied to the back taxes. (CGS 12-144b).

General Information on Personal Property Tax and Business Personal Property Tax

Personal Property Tax
 
1.      Unregistered Vehicles Are Considered Taxable Personal Property:
Under Sec. 12-71(f)(2), any unregistered motor vehicle or any vehicle not in use or not capable of use that is located in a Connecticut municipality must be listed and valued for taxation, just like registered motor vehicles.  If an unregistered vehicle is no longer in your possession or on your property and you do not notify the Assessor’s Office, it may still be assessed and taxed in your name.  
 
2.      Location Determines Which Town Can Tax the Vehicle:
Vehicles are taxed in the town where they most frequently leave from and return to, or remain, in the normal course of use.  It is presumed that this is the town where the owner resides, unless proven otherwise (Sec. 12-71(f)(3)(B)).
 
3.      Nonresidents Are Also Subject to Tax:
Vehicles owned by out-of-state residents are taxed in the Connecticut town where the vehicle is located for at least three months before assessment day, or where it is located on assessment day if no town meets the three-month threshold (Sec. 12-71(f)(4)).
 
4.      Assessors Must Cooperate on Tax Jurisdiction:
If a vehicle is mistakenly listed in a town where it isn’t taxable, assessors must coordinate to correct the listing and ensure the proper town receives the tax (Sec. 12-71(f)(7)(B)).
 
Business Personal Property Tax
 
1. File/Register your Business:
Check if a “LLC”, “Inc.” or other designation is required to be part of the business name. 

Register your business with the Connecticut Secretary of the State website at http://portal.ct.gov/sots. 

You must file a Trade Name Certificate with the Thomaston Town Clerk’s office. They can be reached at (860) 283-4141. 

If you are choosing the option of a sole proprietorship, you have the option of choosing a business name or DBA (“doing business as”) for your business. Therefore, you may choose the name John Jones d/b/a John Jones Refrigeration. 

If you are purchasing an existing business, check with the Secretary of the State’s Office to see if any liens are filed on the business equipment. Such examples could be a Personal Property tax lien (UCC-1 Financing Statement) or a PMSI (Purchase Money Security Interest.)
 
2. Apply for a Federal Tax ID Number (also known as an EIN, Employer Identification Number or a FEIN, Federal Employer Identification Number:) 
It is appropriate for all businesses, even sole proprietors, so that you aren’t giving out your social security number. Please visit: www.irs.gov. 

3. Obtain a State Tax Registration Number/ID from the DRS (the Connecticut Department of Revenue Services:) 
All businesses in Connecticut must have a state tax number. Your business may be liable for collecting sales tax.  If you have employees, state withholding may be required. 

Check to see if your business will be liable for other state taxes (i.e., such as the Business Entity Tax with an LLC). Please visit: www.ct.gov/drs. 
 
4. Obtain Required Licenses/Permits
All business types should check with the Thomaston Town Clerk and the Thomaston Building and Land Use Office for local regulations. Every town has its own set of rules.  What is permitted in some towns is illegal in others. Also, rules differ within a town or city depending on where the business is located. This is especially important for home-based businesses. 

Also, check State licensing needs for your business at https://business.ct.gov/?language=en_US and any Federal government requirements, such as with alcohol related sales.  
 
5. Municipal Property Taxes:
Check with the Town of Thomaston Assessor’s office to find out what you need to do with regards to filing a Personal Property Declaration every October or any other necessary filing the assessor requires per state statute. Per their state statutes, failure to file a declaration by November 1st annually will result in penalties incorporated in your business personal property tax bill. Even before you receive a Personal Property (Business) tax bill, contact the Tax Collector to find out billing periods and late charges if payment is not received or any other information they might be able to supply to you. They can be reached at (860) 283-4271.
 
Depending what type of business you are opening, check with the Torrington Area Health District, TAHD, to see if a special permit and/or license is needed to run your business. They can be reached at (860) 489-0436. 
 
6. If you are closing your business: 
You would need to cancel your Trade Name Certificate with the Thomaston Town Clerk’s office. You can contact them at (860) 283-4141 on how to unregister your business. 

If you registered your business with the Connecticut Secretary of State, you need to dissolve your business with them as well. 
 
7.   Contact the Assessor’s Office to finalize the closing of your business:
The Assessor’s Office can be reached at (860) 283-0305. Please keep in mind that if this is NOT done, your business will continue to be added onto the Town of Thomaston’s Grand List. You and/or your business will then be LIABLE for ALL personal property taxes associated with your business.

Do I still have to pay the tax if I no longer own the vehicle?

What if I need an immediate release from the DMV?

Delinquent taxes must be settled in person at the Tax Office via cash, a bank check, or a money order. Should you choose to make a payment through our online portal, please ensure to contact the Tax Office promptly for immediate release of your account.
