NOTICE: Effective September 9, 2024:


The Building and Land Use Office does not have a Certified Land Use Administrator. 


All Zoning Applications that would normally be handled in the office by a Land Use Administrator will need to go before the Commission.

The Planning & Zoning Commission meets on the First Wednesday of the Month.

The Land Use Department is responsible for 

  • Technical expertise and administrative assistance in the update of the Town of Thomaston Plan of Conservation & Development and all land use regulations.
  • Issuance of permits for construction and renovations of buildings and alterations to land within the Town of Thomaston. 
  • Enforcement of building, zoning, and inland wetlands codes and regulations for the town. 
  • Contact point for economic development activities within the Town of Thomaston.

The Land Use Department operates in conjunction with the members of the following commissions:

  • Aquifer Protection Agency
  • Conservation Committee
  • Economic Development Commission
  • Greenway Commitee
  • Inland Wetlands Commission
  • Planning & Zoning Commission 
  • POCD Steering Committee
  • Zoning Board of Appeals

FAQs

Does Thomaston offer online permitting?

Not at this time.  We apologize for this inconvenience. 

However, the Town of Thomaston Building & Land Use Department is moving to online permitting within the year.  In the interim, you can submit your permit applications the following ways:

  • In person during posted office hours.
  • By mail to the address at the top of this page.

Can I pay application fees online?

Yes!!!  Debit/Credit card and eCheck payments can now be made both in office and online.

Please first call 860-283-8411 x1 to verify the permit application fee before submitting a payment.  Once that amount is confirmed, use the link below to make payment:

How do I file a complaint?

If you would like to submit a formal Wetlands or Zoning Complaint, please fill out and return a Building & Land Use Concern/Complaint form. 

Complaints are addressed according to the Standard Enforcement Procedures booklet and in the order received.  
  1. Complaints/violations that pose immediate danger to the public health, safety, and general welfare of the community. 
  2. Complaints/violations involving earth moving and/or excavation. 
  3. Complaints/violations involving direct impacts to known or suspected wetlands or watercourses. 
  4. Complaints/violations involving soil erosion controls.
  5. Complaints/violation related to development projects that are in the construction phase or any non-permitted construction. 
  6. Written complaints, signed by the submitting complainant.
  7. Internal complaints from other departments (Assessor’s Office, Public Works, etc.)
  8. Proactive enforcement programs initiated by the Commission and/or the Land Use Officer. 
  9. Unsigned (anonymous) complaints. 

Land Use staff will contact you within 48 hours upon initial receipt of your complaint; however, please understand that complaints will be investigated and addressed according to the priority system listed above.

Complainants should also be aware that, pursuant to the Connecticut Freedom of Information Act, once this form has been submitted to the Town of Thomaston, it becomes a public record and as such must be made available for public inspection upon request.
