TOWN OF THOMASTON

WARNING OF SPECIAL TOWN MEETING

WEDNESDAY, AUGUST 31, 2022, at 7:00 P.M.

TOWN HALL – OPERA HOUSE

            The electors and those persons eligible to vote in town meetings of the Town of Thomaston, Connecticut, are hereby WARNED AND NOTIFIED that a Special Town Meeting will be held in the Town Hall, at the Opera House, 158 Main Street, Thomaston, Connecticut, on Wednesday, August 31, 2021, at 7:00 P.M. for the following purposes:

            ITEM 1.  To consider an APPROPRIATION of an amount not to exceed $185,000.00 from the Town’s ARPA funds for the purchase of a 2022 Dodge Ram Sydney Series Rescue Pumper Truck from Outback Fire Apparatus, Inc., for the Thomaston Fire Department, and authorizing the First Selectman and Board of Selectmen to execute and deliver any and all documents and to perform any and all acts necessary or convenient for said purpose.

            ITEM 2. To consider an APPROPRIATION of an amount not to exceed $70,000.00 from the Town’s ARPA funds to purchase a software and server upgrade for the Accucom Records Management System for the Thomaston Police Department and authorizing the First Selectman and Board of Selectmen to execute and deliver any and all documents and to perform any and all acts necessary or convenient for said purpose.

            ITEM 3. To consider an APPROPRIATION of an amount not to exceed $85,072.00 from the Town’s ARPA funds to purchase two generators: a 150-kilowatt generator from Huntington Power for the Town Hall building, at a price of $60,542.00; and a 35-kilowatt generator from Huntington Power for the Thomaston Ambulance building, at a price of $24,530.00; and authorizing the First Selectman and Board of Selectmen to execute and deliver any and all documents and to perform any and all acts necessary or convenient for said purposes.

            ITEM 4. To consider an APPROPRIATION of an amount not to exceed $51,000.00 from the Town’s ARPA funds to purchase two Stryker Power Pro Stretchers for the Thomaston Volunteer Ambulance and authorizing the First Selectman and Board of Selectmen to execute and deliver any and all documents and to perform any and all acts necessary or convenient for said purpose.

            ITEM 5. To consider an APPROPRIATION of an amount not to exceed $160,000.00 from the Town’s ARPA funds, to supplement bonding for the purchase of a new Supervisory Control and Data Acquisition (“SCADA”) System for the Thomaston Water Pollution Control Authority, and authorizing said Authority, and the First Selectman and Board of Selectmen, to execute and deliver any and all documents and to perform any and all acts necessary or convenient for said purpose.

            ITEM 6. To CONFIRM that Goodwin Court is a town highway pursuant to Section 13a-48 of the Connecticut General Statutes and case law the Courts of the State of Connecticut, and to DECLARE the boundaries of said town highway and sidewalk on a map to be recorded in the Thomaston Land Records.

            ITEM 7. To consider and act on an Ordinance Regulating Cannabis Establishments pursuant to C.G.S. Sections 21a-422f and 7-148(c)(7)(H).
